In a bowl, combine the flour and salt with a whisk. Alternatively, you can sift them together.
Add the vegetable oil and mix with a rubber spatula in a cutting motion. When well incorporated, add the water and lightly mix until it comes together into a dough.
Roll out the dough to a 5 mm thickness with a rolling pin. Cut into desired sizes. Sprinkle the salt (rock salt) on top.
Bake in the oven for 20-25 minutes and they are done. Let them cool.

It seems like salted cookies are the latest thing... here's my version of them!
Adjust the baking time. To make crisp cookies, the best time to remove them from the oven is when they are about to brown. Adjust the amount of salt to your preference. They are soft fresh from the oven. Wait until they completely cool before handling.
