Wash the unpeeled potatoes well, cut in half, and boil in salted water until a bamboo skewer goes through a piece easily.
Heat oil in a pan and stir fry the beef. When the meat changes color, add the ☆ ingredients, and continue stir frying until there's almost no liquid left in the pan.
Lay the cooked potato slices on a plate, and top with the meat. Sprinkle sesame seeds and chili pepper powder, and serve.

I had a dish like this at an izakaya (Japanese gastropub) and I thought it looked delicious. (I wanted to eat it but I was already full...) I remembered it and wanted to eat it, so I just made something that looks like what I saw. I just guessed about the flavor.
Step 1: Cut the potatoes in half lengthwise (I also took a small slice off the bottom so that the pieces would sit straight on the plate.) The potatoes are cooked with their skins on.
